    Dear Sir,

    I am a resident of Almaciga, Vista Real Executive Village. I am serving this formal notice of the following fire and health hazards:

    1. There is an existing fire hazard inside the compound or extension garage of 13 Almaciga, Vista Real Executive Village. The hazard consists of a pile of dry branches, twigs and leaves. Fire can break out if a matchstick, cigarette butt or live wire touches the pile. During a heat wave, fire can instantaneously break out from such materials.

    2. There is an existing hazard to a dengue outbreak inside the same compound. The hazard consists of spare tires that are left open and exposed to rain, and roofing materials lay on top of scatter leaves.

    The principle is that an owner has the right to do whatever he wants with his own property; however, he must not abuse this right to the prejudice and peril of his neighbors. In the latter case, the public authorities, including the homeowner’s association organized purposely for the security and protection of the homeowners, have the duty and obligation to abate the hazard.

    I have complained numerous times to the security personnel at the guardhouse but nothing was done about the situation. I heard that the pile of dry branches, twigs and leaves are to be used as fertilizer. This is irrational. A ridiculous science project should not be allowed to compromise the safety of our homes. Also, I observed from my window that after I complained to the security personnel, layers of leaves were spread out and covered with roofing materials and spare tires. A hazard was added on top of another: everybody knows that mosquitos breed in a filthy environment, such as one where there are layers of leaves and exposed spare tires left lying around. I can also observe water hose and pails being placed near the pile. It makes me furious to see that the owner apparently knows the fire hazard he has created and ensured the safety of his own home; yet, his preparations are woefully inadequate to protect the homes and families of his neighbors. In fact, said owner piled the dry branches and twigs against the wall of the adjacent house, making the latter the most vulnerable to the hazard.

    In sending this formal notice to you, the Bureau of Fire Protection and the Department of Health, I am placing the burden of responsibility upon you to perform your obligation to abate such hazards, and to bear liability should fire or mosquito-borne diseases break out in Almaciga Street.
